Does HECO still allow solar projects to connect to the grid?
Yes. HECO has never prevented any residential customer from connecting to the electric grid, and HECO’s new policies do not include any plans to deny interconnection. However, HECO has recently set thresholds (for “Daytime Minimum Load” or “DML”) for solar systems in certain neighborhoods, and if your home is in an area that exceeds HECO’s threshold, HECO may require an Interconnection Requirements Study (“IRS”) and/or possible upgrades at the homeowner’s expense. How do I find out if HECO will require a study or an upgrade for my solar project?

If HECO requires a study for my solar project, how long will it take?
A HECO Interconnection Requirements Study may take several months or longer if HECO believes one is necessary. The good news is that HECO is doing its best to minimize the number of individual homeowner studies by performing studies of “representative circuits” in areas that exceed HECO’s DML thresholds. HECO will apply the information from those representative studies to other similar circuits so that fewer studies are needed.
Does it make financial sense to move forward with a solar project if HECO requires a study (IRS)?
For most homeowners, a solar project is one of the best investments they can make, even with the potential cost of an IRS and possible upgrades. Should I wait until circuit concerns are resolved by HECO or act now?
HECO maintains a queue for net metering interconnection applications, and the earlier a customer files his/her application, the better the chance of interconnection without lengthy delay or expense. It is in every customer’s interest to begin the process now.
